Condemnation of the atrocities meted out against the Juba County's Bari Community, Kondokoro payam

Frustrated by continuous systematic abuses meted out against their community, the leadership of the Bari Community (BC) in Juba have again asked the government to intervene and stop a long list of atrocities or risk the whole community not participating in the planned upcoming 2024 elections.

The BC also reiterated its position to have the capital city relocated from Juba to Ramciel - a plan that was resolved by the National Council of Ministers way back in September 2011.

Report: The Tribal Police Force in South Sudan

The document examines appointments, promotions, postings, and deployments of Inspector Generals of Police (IGPs) and their deputies in South Sudan's police service from 2005 to present. Key points:

  • Appointments and promotions appear to be based more on tribal/ethnic ties and relationships with the President, First Vice President, or IGPs rather than job qualifications, experience, or merit.

  • Limiting presidential powers and moving police under state/county jurisdiction could improve professionalism, accountability, and serve interests of nation rather than tribe.
